I think Obito should be number 2, he's the most accomplished on list (I mean he was fighting 2 legendary shinobi, and two jinchuniki and between the six of them they only landed one blow) Sasuke should be above Itachi and Shisui at this point. The reason he's the only one that has EMS (besides madara), he's development contiues while Itachi and Shisui have ended(meaning they are dead). Also not have an EMS puts a limit on how long they can use the MS techniques.
