He never said anything with certainty.
He was merely stating that hashi and tobi discussed the edo tensei in the past and given what madara said in the recent chapter that edo tensei might introduced soon.

I think it is A, the trouble it causes is insane..

hey I just had a thought: two possible reasons he created Edo Tensei..
1: because after he killed Izuna, he felt bad (we do know he is a hard-head but he was a Senju after all so he started thinking of a way to level the playing-field: tried to bring Izuna back so nobody had to die in order for them to trust each other.)
2: he considered killing Hashirama, so he thought up a way to bring him back to life afterward but the results weren't good and that's how Edo Tensei became.

Thank You for making this thread cause I'm seeing people make weird speculations that Tobirama created ET to bring Hashi back but it isnt so.... Cause here we can see Hashi telling him that ET was a bad idea.... Which means Tobirama had some other purpose for making ET....
