I think Orochimaru could possibly have Shisui in a secret hideout, kept away from kabuto..maybeLol
and he controls Tobirama, Hiruzen , Minato (Hashirama broke away from Orochimaru's control)
They learned how to give Madara his beyond Prime powers back so I think they could do it with shisui
