Strange but questionable.
Some will say yes. But even due to his rubber body he cant swim (rubber floats in water). He doesnt lose his power in water too. He only becomes weak.
Some will say no but he should float due to lifejacket.

With a life jacket he'd naturally float as he'd be stuck to the jacket and the jacket floats...if anything maybee his body sinks, but his rubber head sticks to the top like it did in Arlong Park...but Is imagine he'd simply float.

he would 100 percent float but he would still loose his power and become weak as he is in the sea he just won suffocate under water

That came out wrong I meant he would slip out of the jacket in that weird form he takes on.

There are always crew members who can swim and second it would be impractical in battles
And on topic, why wouldn't he float?

When luffy fights his dress also stretch. When ace fight, his clothes burn. So when luffy wears lifejacket it would be his clothes so they should drown.

What? That doesn't make any sense. There doesn't need to be an explanation to why Luffy's clothes stretch or Ace's clothes don't burn. It's like when the people grow in OP their clothes grow too. It doesn't mean anything.
If he has a lifejacket it's there so he can float, not just as accessory -.-

Theoretically:

Luffy should float because of the life-jacket. He will lose power/strength. He won't be able to move, but he'll stay on the surface unable to move.
