It depends on what you mean....
Minato admitted that his Flying Thunder God was inferior, because Obito has more mobility/freedom and isn't restricted to markings. However, this is not to say that it can't beat Kumai, as it's instantaneous and in battle Minato has a massive advantage, because his superior speed and reflex's.
So, essentially it's the perfect counter. It all depends on what you mean!!
