You forgot the Raikage.. but the shinobi with the most taijutsu skill is Mighty Guy sensei

Tusnade has a strong punch but no taijutsu techniques!!! Neji is a byakugan wielder and he can also do ninjutsu!!! I say rock lee because he became a shinobi just off of taijutsu!!!! I think that is a hard feat so he most be very skilled in taijutsu!!!

Well, that's your opinion.

I do admit Lee has speed but I don't see him defeating Tsunade since Tsunade CAN and WILL tank all of his blows while 1 punch can send Lee back to the hospital.

Neji on the other hand is debatable because we dunno if his Byakugan can keep up with Lee's speed but Neji does have a few tricks up his sleeve. He's a genius too you know. Plus, one touch can disable Lee from moving already. When Lee hits Neji, I'm sure Neji can tank a few hits while Neji's hits are pretty much untankable and take a look at this...
