Naruto wins. He can overwhelm her with clones and summons. She also lacks the speed to dodge FRS.

Mei low difficulty. Clones are destroyed with Boil Release and Lava release. Both Kekkai Genkai would overpower Naruto, with the addition of three elemental transformations, capable of attacking Madara Uchiha.

I see no underrating here when Base Naruto is Kage level. When Mei could defeat powerful ninjas like Kakuzu or Deva, then call me. You're the one underrating base Naruto

Base Naruto is strong and all, but Hidden Mist Style, Boil Release and Lava Release, in my opinion would be too much for Naruto plus elemental techniques.
Seriously though, Mei takes this mid-high difficulty. (BTW, Naruto would have had a much harder time without intel against Kakuzu and Deva).

His chakra allows it.
Also FRS is Rank S and goes through anything Mei has.

Mei has not shown silent kill techniques either to be able to fight effectively in the mist. Her mist isn't as thick as Zabuza's and she has not shown to be able to control the thickness of the technique, so someone could still see inside it exactly like Kabuto for example was capable to. Furthermore, he doesn't really need to have sensor abilities to find her. He could spam his clones in order to find her within a huge area exactly like he did when he wanted to meet Sasuke during before Pain arc

His current base clones are no slouch, and he actually has better base stats than her based on his feats of almost matching sasuke's speed, holding his own against deva in taijutsu, saving sakura mid-kunai stab. Boil release would be troublesome for him as the attack covers a good sweeping range and is weak enough that Mei can probably spam it, but strong enough to pop his clones without trouble. That said, he should be able to get in close against her with a bunch of clones considering he only needed 3 to land a hit on kakuzu (who has far better capabilities for dealing with clones than she does).
I think it's safe to say that as a kage, mei should at least have zabuza-level abilities of fighting while in the mist. So naruto will be at a big advantage while in it, however I think he'd be able to blow the mist away if he detonates a COR. If all else fails, base Naruto can summon gamabunta and have him do his giant flame attack.
Mei is a pretty darn good counter to base naruto as she has a lot of spammable techniques that are hard to dodge and would take his base clones out if they are hit. However, due to his feats against Kakuzu, his better base abilities, ability to summon a boss and attack from a distance, and finally the fact that he does have counters to her jutsus I'd say he'd have just as good a chance to win as her.

Boling Mist mixed with Hiding in Mist Jutsu. The boiling mist will instantly poof any of Naruto's clones on contact. If Naruto comes at her with large amounts of clones then Lava Style and Suiton will have a greater effect. More clones coming at once means less chance of all of them dodging it.

base naruto almost 300 chapters ago was canonically stated to have surpassed kakashi. And Naruto has since then only become more powerful. Saying he beats Mei is in no way overrating him. On the other hand saying Mei wins with low difficulty is a severe underestimation of naruto.

In the time she uses the Mist Naruto charges forward with an FRS. She lacks the speed to avoid its wide impact range.

I don't really think base Naruto is really all that strong, honestly. When you think about it, its all Kurama's doing. But I think Mei wins high difficulty.

Hiding in Mist only takes one hand sign. If you think Base Naruto is going to blitz her and hit her with an FRS that can't be thrown then you're kidding yourself. Water Encampment Pillar stops him right in his tracks with ease.
Large scale Suiton along with Yoton counter clone spam.

Oh, no. He does not blitz. I am not suggesting that. In the time she uses the Mist, Naruto has already creates an FRS and is running towards her. A faster character, like Kakashi maybe, could dodge it, but Mei really has no physical speed feats to make her dodge a jutsu of this size.

If she manages to jump then nothing will happen as he actually needs to hit his target with the Shuriken for the explosion to occur, if he misses then no explosion and it won't be hard to dodge or block an FRS from Base Naruto. Not to mention a Water Encampment Pillar will stop him right in his tracks.
