Nice thread, this is difficult. I think Jiraiya's best bet is Sage mode. Only then he has a chance against A otherwise, his speed is overwhelming.

A should take this given his immense speed advantage. Swap is evaded with V2 Armour so is Rasangan. A can easily close the distance with V2 Armour in conjunction with Body Flicker and use Horizontal Chop to take J-man out. He has shown zero speed feats even in his SM. I doubt without it he would outclass someone like A who broke through Ribcage Susano'o with Horizontal Chop, when Mei couldn't melt it with her Lava attack. Either he is taken out here, or when he tries to Summon, or if he tries to enter SM. A wins before he actually has a chance to initiate it.

I was thinking the same thing, I mean Jiraiya isn't going to take A down so easy without SM and even then i think he would have a hard time trying to defeat A. But on the other hand If j-man does get a chance to hide and enter SM then Raikage will have a run for his money.
So i just think it boils down to can Jiraiya by himself enough time to enter SM.

Very true, I thought it was a difficult choice as well. lol and again i'm trying to bring back good quality verses threads. I mean my money is still on A to own J-man but J-man in SM could really beat raikage, especially if he can genjutsu him .

Jiraiya wins if he is close to the forest. He can transform into a frog, and A will not be able to see him due to Jiraiya's blending in. After he summons Shima and Fukasaku, and gets in Sage Mode. Then they start preping frog song.
