Can Kisame use water dome without

absorbing chakra first? the only time he did water dome was after he had absorbed almost all of Hachibi's chakra
I don't think he has enough chakra to do it under normal circumstances

So yes, IMO, he can do it without absorbing chakra first.

Not to mention the fact that that 30% clone managed to summon a pretty damn large amount of water by himself.

Hell yes he could. Kisame obviously knew how to do the water dome before hand so he would have done it before.

As someone above me said, 30% of his chakra can flood part of a dry area.. his complete power could do water dome even if its not as large as it was vs Bee.
