Takes time to set up Naruto has super speeds I'm Sage and Beast Mode and Win that can move clouds that are needed to form Kirin so it's not practical agent Naruto,Minato or Raikage or Obito super speed or teleportation are it weakness,better use it against slower targets.

So what? No matter how OP they are (kabuto > sasuke) they still cant dodge the speed of light, unless they're minato or potentially obito, but even thats debatable

People have survived lightning based attacks in this show so if kirin does not kill (it cant kill naruto or other lightning users) hes a gonner im jutsus weak its just damn too conditional to perform.

Susanoo, the strongest defense in the series next to mokuton got obliterated...SM kabuto has no techniques that would allow him to survive a hit like that. And btw im not saying sasuke > kabuto, that match would be over in an instant, but if by some miracle sasuke manages to pull off kirin then kabuto is dead. If itachi and sasuke were fighting to kill then we would have almost definitely seen kirin in action again.
