Yes I know. But it's still a manga so Kishi had his reasons for throwing him in the ocean. Was it for him having time to think about naruto? Was it so Kabuto couldn't retrieve him? Or something else? Who knows...

Jiraiyas death was emotional.

Bringing him back will just ruin his death. i would like to see him somehow communicate briefly with naruto to see how strong he has become because of him.

you could say this for minato and sarutobi but their deaths were not as meaningful as the j man
