Obstacles that can also influence this battle is the large creatures that live in the forest.
[ Note: Taijutsu isn't jiraiya's preferred style of fighting]
Ninjutsu: Jiraiya was well-versed in a variety of ninjutsu types. He could grow and sharpen his hair for offensive and defensive purposes. Jiraiya was taught how to use the Rasengan by Minato, and had since developed larger variants. In terms of element ninjutsu, Jiraiya had proficient knowledge if not skill in multiple types. He could use earth chakra to create deep swamps to immobilise his opponent and fire chakra to unleash large blasts of fire.Apart from his fighting abilities, Jiraiya was very proficient with barrier based techniques. Examples would include Barrier: Canopy Method Formation, which allowed him to detect all movements within a wide radius and block attacks, and Barrier: Toad Gourd Prison, which allowed him to trap an enemy inside the belly of a small toad-shaped gourd, the inside of which contains a landscape with a lake of stomach acid.
Toad Techniques: He had risen to a level of ability that allowed him to summon Gamabunta. He could even summon the nearly indestructible œso****us of a great, fire-breathing toad with Summoning: Toad Mouth Bind. Once the technique had been used to cover the area, Jiraiya could control it as he pleased, and used it to trap most ninja.
Senjutsu: Jiraiya naturally possessed exceptionally large amounts and strong levels of chakra and stamina. This allows him to use his most powerful ability: to enter Sage Mode, a transformation that allowed him to use natural energy to greatly enhance all of his abilities. Before entering Sage Mode, Jiraiya will summon the elder toad couple Shima and Fukasaku and have them fuse to his body. In addition to maintaining Jiraiya's natural energy while he fought, they added their own abilities to help him in battle. Sage Mode greatly increased Jiraiya's physical power, as shown by his ability to send Pain's summons flying and use the extremely powerful collaboration ninjutsu Sage Art: Goemon. This form allowed Jiraiya to use stronger versions of his other techniques. An example would include the Ultra-Big Ball Rasengan, a massive variant of Rasengan even larger than his own body. It was strong enough that if it exploded it'd have destroyed an entire mountain. As Jiraiya was not adept with genjutsu, he relied on Shima and Fukasaku to help him in that aspect.
[ Note:Jiraiya didn't like Sage Mode because it gave him a more toad-like appearance, with longer marks along the sides of his face, a goatee, a larger nose with warts, and webbed hands and feet, all of which made him unappealing to girls. This is due to Jiraiya not having complete mastery over the technique.]
Intelligence: He was very knowledgeable in various techniques, able to quickly recognise them and know how to counter them. Jiraiya was also very skilled in information gathering, as he would constantly relay any important intelligence he acquired to his allies.
Physical Prowess: A possesses a massive amount of physical strength. When introduced, he was shown lifting a barbell which is usually used with two hands, with a single hand and in a casual manner, as well as crushing his desk and even a cliff with a single punch, as well as snapped the Kubikiribōchō in two (although it had been previously damaged). He was even able to snap a few of the ribs of Sasuke Uchiha's Susanoo, with a backhanded chop. In his youth A was even able to cut through one of the four horns of Eight-Tails when it was being subdued thirty years prior, even knocking it to the ground by the sheer strength of his blow. While blocking his punch in his Nine-Tails Chakra Mode, Naruto Uzumaki noted that the Raikage's attacks were extremely heavy and if he were ever to take a direct hit from him, the confrontation would be all over.

Despite his large physique, the Raikage is noted for being incredibly fast, grabbing Zetsu by the throat before he had a chance to react and evading a point-blank Amaterasu flame. A has claimed that since the Fourth Hokage passed away, there is no shinobi that is faster than him in the world, until Naruto Uzumaki surpassed him in speed with his Nine-Tails Chakra Mode and became the second person to dodge his top-speed attack.
A has shown immense durability which he inherited from his father. He was able to take two Lariats to the chest from B without getting damaged, while a final Lariat just seemed to knock the wind out of him. He also survived being transported by Mabui's Heavenly Transfer Technique unharmed.A also has an immense tolerance for pain, as he was able to withstand having his arm set on fire by Amaterasu and was even able to cut it off himself, all without flinching.

This electricity complements A's natural physical strength and speed to the point where he claims not even the Sharingan should be able to keep up with his movements. This is due to electricity stimulating his nervous system and speeding up his neural synapses, amplifying his reflexes. Because of this, he is considered a master of nintaijutsu. While using this ability in combination with the Body Flicker Technique, he is able to dodge Jūgo's multiple chakra blasts and Amaterasu, both of which were at point-blank range. His speed in this state is greatly increased, to the point that it was mentioned by C that the Raikage's reaction speed are comparable to those of the Fourth Hokage.
Armor: The electric armour can also work as a powerful defence. By momentarily increasing the electrical surge, A was able to deflect a strike from Sasuke's Sword of Kusanagi: Chidori Katana from behind and receive only a minor wound on his chest from a frontal Chidori strike. He has also shown the ability to focus lightning chakra into a point sharp enough to neatly cut through human limbs, and the horn of the Eight-Tails.
[ They aren't out to kill each other but a serious parring match to but on another in the hospital, Personally i go with A because his speed + insane strength takes Jiraiya, Very high diff.]
