ZETSU
I feel like he had much more potential . Sadly enough, the most impressive thing I've seen from him( in terms of abilities that actually help you in a fight) is some knock-off mokuton. In a direct one on one fight, there isn't much he has to offer. Although when it comes to gathering data and disposing bodies, he is unmatched.
HIDAN
Hidan isn't per say "weak", but in comparison to his brethren, his lack of versatility, and the need for support to be effective rank him considerably low. Hidan is completely capable of overwhelming most ninja with his unorthodox scythe taijutsu. But how effective would Shiji Hyōketsu be without back-up? Not effective at all. His short temper, and suicide bomber fighting style earns him the title of the second weakest in the Akatsuki.
KONAN
Both beautiful, and deadly. Her face remained emotionless while she danced around a large portion of the Aburame clan, like it was nothing. Konan might lack screen time, but it's easy to determine that she is extremely evasive and relies heavily on paper clones, and paper bunshin. Her destructive capability is nothing notable, but with prep she is easily kage level (as she demonstrated in her quarrel with Tobi). It should also be noted that heavy amounts of liquids seem to be her weakness.
DEIDARA
Deidara rightfully earns his spot as the fifth strongest in the Akatsuki. This art crazed manic has shown the capability to completely decimate a massive portion of a forest, as well as the ability to create an explosion large enough to be seen from a considerable distance. His C4 Karura is all types of dangerous, even more so when his opponent lacks knowledge. When fighting Deidara, it's important not to drop your guard for even one second.
KAKUZU
This heartless mercenary excels at ninjutsu, and taijutsu. Like Hidan, Kakuzu is far harder to kill then the average human. His skin hardening technique is the ultimate defense, and usually grants him the upper hand in most brawls. It requires either raiton, or an advanced elemental jutsu in order to breech his defenses. With five hearts and the ability to wield all five chakra natures, Kakuzu is definitely a treacherous opponent.
SASORI
One scratch is all it takes for Sasori to end the match... Sasori controls both Iron Sand, and a mass of puppets in order to overwhelm his opponent. Combine this with the ability to produce high pressured water (sharp enough to casually slice boulders), and intense flames, then you have one deadly shinobi. Sasori's durability is proportionate to the amount of knowledge the enemy has on him. The location of his true heart could probably be tracked via sensor ninja, but that's debatable.
KISAME
A seriously dangerous shinobi. The only thing comparable to his incredible durability, is his bijuu level chakra. His immense physical strength, and ability to absorb chakra is particularly dangerous. His first deadly jutsu Suirō Sameodori is used well in conjunction with his fusion technique. While the enemy is helplessly drowning, they'll also have to worry about being ripped to shreds by Kisame (who underwater in that form; is capable of swimming at high speeds). A second deadly technique of his (Suiton: Daikōdan) is generally a tie breaker, and becomes significantly more dangerous when the opponent has no knowledge of it's unique properties.
OROCHIMARU
Orochimaru posses a large array of deadly snake related techniques (ranging from summoning a massive one, all the way to completely changing into one himself). In addition to that, his Triple Rashōmon summoning technique is capable of tanking attacks as destructive as a four-tailed bijuu blast. His most dangerous technique (Edo Tensei), raises him pretty high on the list. Wielding both Hashirama, and Tobirama Senju put him leagues above his former kinsmen.
ITACHI
What a guy. That's all I can say. If you can avoid being caught in a genjutsu earlier into the fight, then kudos to you. If you can manage to outsmart one of the most strategic, clever, analytic shinobi in the manga, then good luck. If you can manage to out maneuver one of the best Shunshin users in the series, congrats. If you happen to survive the above, then be ready to counter all of the abilities that his Mangekyō Sharingan grant him...
NAGATO
Any lucky individual that possess the Rinnengan, firmly plops himself in the top three of any list. His multitude of abilities; Ninjutsu absorption, shared vision, a mass of summons, the ability to revive life on a city wide scale, and the manipulation of gravity(these are only a few) throw him into second place without a doubt.
