Hashirama achieved momentary peace, but we all know Naruto will find true peace...

The difference between Hashirama and Naruto is, Hashirama is a real ninja, while Naruto doesn't actually think like a ninja and that's what makes Naruto see the world from a different point of view...

We haven't seen Hashirama's true leader skills, but just what he achieved in his lifetime. But we know that Naruto gives people hope and change people for the better... That's what makes Naruto fit to be a leader. Even Onoki that was selfish and stubborn as hell had a change of heart after Naruto destroyed Madara's mokuton.
If it wasn't for Naruto, Tsunade wouldn't have chosen to become Hokage. If it wasn't for Naruto, Garaa wouldn't have been Kazekage... And the list goes on..

Also, 1 person cannot create "true peace". Hashirama created Momentary peace because after his death world plunged into war again over tailed beasts. However he did create peace. Naruto's peace will be considered momentary if the samething happens after his death.
