You've been misinformed. He has S/T Ninjutsu COMPARABLE to Flying Raijin and Kamui, but both the latter surpass it in versatility, according to Minato during his fight ith Obito.

I think its about tobi's mood because when sasuke was fight danzo he waited until last possible moment to step in and help same situation as with the Kage summit. he doesn't seem like the type to overestimate his powers.
