Of course he can not solo the whole village; healthy or not. Gai with 8 gates, Tsunade with byakugo, Kakashi with kamui, Shikaku with a plan could counter him, and there are other capable shinobis aswell.

You forget it is set at the time of the pain invasion kakashi can barely use ka and gai has only gone up to 6 gates ... and the other jutsu you named are pretty useless

As a single jutsu yeah they will be useless but in a combination, itachi has no counter. Even so kakashi can still use kamui, if shika or shika maru hold him kakashi can kamui him, and since its konoha, they have some of the most people

Susunoo ? is a counter besides itachi can still use his eyes under shadow possesion .. so shikamaru gets him amertarasu.. Choji's giant hand ? easy target for amertarasu air palm is dodged easily.. ... now like i said this only happens if itachi has Nagato ammount of chakra
