BTW, all jokes aside, obviously the answer is around <<<<1% of all ninjas. 10%? 40%? 80%? You do realize most ninjas are completely terrible and Iruka level? Only about 10% seem to have unique abilities that are even on K11 level. Way fewer have abilities that stack up to people with MS/Rinnegan/Bijuu/Senju DNA. At best about 5 ninjas can beat EMS Sasuke and that's such a small percent of ninjas it might as well not even exist.
