let's say who are the less smartest ever i think of naruto and sasuke .first naruto didnt invented some cool moves "his own" i mean he do just kage binshin and rasingan "odama ; churiken...." all the time same moves .and sasuke he got ms and he didnt boost "ginjutsu;coping;or inventing some new moves for ex:amaterasu chidori.amaterasu kirin and..........fusion styles.by Aqua

1.he used smartness against zabuza(let him take blood to smell him)
2.he used smartness against itachi part 2(go under ground and get out with clone)
3.against nagato(chain plan,light clone plan,kakashi knew about 5 seconds in minutes )
4.against edo zabuza(the plan which he did in seconds)
5.against obito(analysis his power)
naruto said kakashi is smarter than shikamaru

gai said kakashi is cleverest shinobi in konoha when he talked about chidorai
but itachi has never shown any smartness unless one time(agaisnt edo nagato and wasn't that smart anyone will do that except for bee and naruto and may tenten)
