Who is the best Villain of the DC Universe?

So, I was re-watching the full trilogy of the Batman and i was wondering... Who is the best Villain of DC Universe?? I really can't decide between The Joker and Lex Luthor :dunno:

Any opinion is welcome, just no d*cks and a***oles, please.

My personal favorite: Two-Face

Who I think is the best: It's probably Joker. I don't like the Joker (nor do I dislike him), but that's probably it.

I like him, but not alot to really say I like him. I just never really got into the love for the Joker. I clearly see he is the top guy and when he's there, serious stuff happens, but I just can't put Joker on my top 10 or whatever favorite comic book characters.
