Kabuto had a certain technique in the anime which is so OP - it is almost easily superior to Edo Tensei. What it basically does is that you get some DNA of any ninja and it recreates it with all respective abilities and you have full control and everything.
This is where it becomes more OP than Edo Tensei - you can recreate anybody, living OR dead: all you need is DNA of some sort.

Kabuto before receiving Orochimaru, Karin or Jugo cells was able to recreate Four Tails Naruto but lost control of him due to all that power but War Arc Kabuto could easily control powerful ninja like Naruto.

And this is why we shouldn't use the anime as a reliable source of information. This jutsu has too much potential.
