Why can't Akamaru Speak ?

So we know that Kiba's mom's dog can speak [ we saw this in the pain arc ]

But Akamaru can not? Im not sure if there were previous threads about this but unless i missed something
i havent read or seen an explanation as to why he cant talk..

Any one have the answer..or..has any theories if there is no answer?

Seems like a plot hole maybe Kishi just didn't want to write him as a character. It's easier to do with other dogs because they rarely appear.

A question. Why can't kinda summon more dogs? Freakin kakashi can summon six but the dog guy is stuck with just one forever?
