The above people were killing people at the age of 10 and less, Neji wasn't all that until he became a Genin. These kids were killing adults from other lands and countries, jonin level ninja. Haku also became skilled when he was a bit older like at the age of 13 same as Obito at the age of 13. These are skilled ninja that were pre determined to be elite in their clan. The ones I mentioned in this blurb here are ninja who turned out be skilled before they hit the age of 13 and higher, please understand and don't flame <.<

Well, there's also guys like Nagato, who had mastered all Nature types at the age of like, 11, and he was technically a part of the Uzumaki clan. Kakashi and Gaara could also be included, but I'm not really sure if they are actually a part of a real clan or not.

Despite not showing any feats prior to being shown in the chuunin exams, Neji is still the elite child of the hyuuga. Just because he wasn't shown killing anyone at a young age doesn't make I'm any less great.

It was actually said that Haku killed his own father and a few other ninja to protect himself from the kkg purge in the mist and was trained by a ruthless assassin at a very young age. That has to count for something.

You forgot Minato who defeated 3elite ninjas from Kumogakure at the age of 10. Kakashi also defeated some rock jounin ninjas at the age of 13, probably even other elite kirigakure ninjas(since he was surrounded by many of them), Naruto also defeated Sandaime Hokage(Hiruzen) at age of 13
