Is this the worst set of Kage ever?

it definately looks like it.
i liked gaara even though he lost to deidara but when you think about it now how can he protect the village when he lost to someone like deidara.
i dont hate deidara but compared to some other ninjas he is really weak.
dont even get me startd on tsunadae, i dont think i have seen he being useful in fight other than her healing tech, even in pain arc she was a complete waste.
raikage and tsukikage are ok even though they are weak compared to their predecessors.

and about mei, its obvious that she is the weakest even though with two keikei genkai kishi chose not to develop her, its not her fault.. she is hot, acts like a **** that alone works for me who cares about her being weak.
its obvious female characters dont get developed in kishizz world just look at sakura and laugh about her...

i would still take mei over tsunade, seriously all tsunade does is punch and kick in a fight. while mei has boil and lava release and can be more tactical.

Tsunade: pretty obviously the weakest Hokage ever
Gaara: Maybe not the weakest, but I think the 3rd was definitely better, nothing is really known about the 1st/2nd (and don't take this as me hating, Gaara is one of my favorite characters)
Onoki: Might be the one exception. It's not known if, in his prime, he could've beaten Muu and given how long he's lasted he probably was pretty great in his prime. And nothing is known of the 1st so...
Mei: Clearly weaker than the 2nd Mizukage, and the 4th was a perfect Jinchuriki so she's probably weaker than him too...
A: Clearly weaker than his father, and nothing is known about the first 2 Raikage.....

So overall, is this the worst class of Kage of all time? If not, which class (list members) is?

Tsunade is the weakest
Gaara's the best kazekage hes been shown to mix metal with sand so the third loses his advantage and gaara has more sand
Onoki is weaker than muu though so he's #2
Raikage is faster than his father so it more or less evens out
Mei is underrated its unknown how far her acid mist can cover and she can't really use it around allies. What's to stop her from covering a battle field with it to melt the clam and the 2nd? This wouldn't stop jokey boy though so its a stalemate. Yagura's featless but I assume he's not meltless
