You simply don't put Tobirama on water in any match-up. We've already seen a very weakened version of him counter Hiruzen's katon with no difficulty, did I forget to mention that there was no nearby water source?

Created the moon. Made every jutsu. Even if the guy isn't real, it doesn't matter as he's not an actual character yet, just a myth.

Izuna has literally done nothing. He is an existing character who definitely existed and isn't stuff of legend. Just some Uchiha kid.
