well, it's a bit too early for madara and izuna' MS activation because, remember when itachi was telling the past story to sasuke, both madara and izuna had grown so the issue of them activation the MS at such very tender age does not come into place

The thing is though. If they don't activate MS at this point then this will most probably turn out to be a boring chapter.
