I wouldn't say he was at full power if plot restricted him from summoning the toads.

Part 1: Naruto VS Orochimaru (even though this was basically Sasuke's fight)

Part 2: Naruto VS Pain (Even the Kyuubi bit, the entire fight is on a huge scale and it's just really epic.
