Most of you are missing the point of where the mission, became a contest due to their rivalry, in which case Naruto tried to defeat Sasuke with his own strength in which he failed miserably and the 9 tails had to step in, because Sasuke was murdering that kid and Sasuke answered the 9 tails interference with his Curse Mark and well we all know the end, Sasuke's Chidori overpowered the Rasengan and Sasuke was the last man standing.

The 9 tails didn't offer all of his support. It was just 1 tail. And the point im trying to make is that naruto could have beaten him if these situations happened differently.

Kishi just wanted somebody to be Naruto's goal in terms of strength so he could keep improving for the story purpose. So he gave the advantage to sasuke, even though naruto could have beaten him especially by summoning Gamabunta.

Actually it did offer enough support you see that Rasengan Naruto used if he was bloodlusted that would have hit your boy in the face instead of on his headband but who cares Sasuke would have died in the first panel if it wasn't for Orochimaru holding his hand.

Naruto fought kimimaro before his clash with sasuke.He was exhausted.It's not that naruto couldn't summon the boss toad.It's more like he didn't want to kill sasuke.On the other hand sasuke just didn't care.He even resorted to using the cursed mark to kill naruto.But too bad he couldn't kill him.
