I think Hidan should take this.

Sakon and Ukon have Taijutsu on 3 and speed on 3 according to databook.

Hidan's speed isn't much greater - 3.5, but he has 4.5 in Taijutsu which is much better. Also he is extremly agile and can dodge lots of attacks.

Counter against Sakon&Ukon's Kekkei Genkai

They can disassemble enemy's body down to a cellular, and even to a proteinic level, and enter the enemy's flesh.
It's very useful KG but not against Hidan.

Kiba could dodge it because he attempted to commit suicide which was very dangerous for Sakon/Ukon because he got hurt on the same part of body.
This technique is uneffective against Hidan because of his immortality. He can stab himself several times and can't die.

The attack would be enough to shatter bones and incapacitate Hidan. If they melded with him and he cut himself, it'd hurt them, but wouldn't kill them. He'd draw his own blood, not theirs. Hidan still wins.
