PLOT-relevant of course.
1) Naruto - Obvious reasons.
2) The Sage of the Six Paths - Created ninjutsu; the Uchiha, Uzumaki, and Senju wouldn't exist if not for him.
3) Madara - Made villians out of both Obito and Nagato.
4) Hashirama - Created Konoha; Was the first Hokage; Created the "Will of Fire".
5) Sasuke - Naruto's first true friend, although the feeling wasn't really mutual; Also Naruto's rival.
6) Obito - He indirectly killed Minato and Kushina; Behind the nine tails attack; The main antagonist.
7) Minato - Naruto's father; Sealed Kurama in him, who has been the main source of Naruto's power.
8) Itachi - Saved Konoha; Has everything to do with Sasuke's entire being.
9) Kakashi - Naruto's and Sasuke's sensei; Has a lot to do with Obito.
10) Jiraiya - Wisened Naruto up a bit with his teachings; Naruto's old master.
Kushina could've been #10 as well.
