[Theory] Izuna could've had ems

In the latest chapter, Madara states that he "had" four brothers.

And Izuna gave his eyes up to his brother. But if he had brothers besides Izuna, couldn't Izuna have obtained his other brother's eyes and unlock ems as well? Or why didn't Madara just take the dead brother's eyes?

Explain please! (I did look up in search bar, nothing like this came up).

That wouldn't work because the eyes combine to get EMS.

To OP, it is probably because they didn't have MS.
