He doesn't necessarily have to BE itama. It's most likely some DNA business or based off the idea of Itama. Kishimoto likes messing with things like that quite a lot.

He is linked to Hashirama. He is Hashirama's dna manifested into a body.

OMG.... Tobi wasn't identified 100% as zestu so it was confusing.... But zetsu's identity was clear that he was created from hashirama's cells

Zetsu is a collection of Hashirama's DNA (White half) and Madara's DNA (Black half), based upon the charka and lifeforce of the Bijuu (as they were growing out of the Gedo Mazo, aka the Juubi). This is the truth behind Zetsu; there may be a little more to learn, but that's the basics of it.

Zetsu is a mere cultivation of Hashiramas cells; he is a clone of Hashirama, whose body completely consists out of his DNA and was shaped into a human appearance. The black part of Zetsu was Madaras will he added to him. You may saw the Zetsu growing from the Gedou statue..
