First Kindly Read about the following techniques.... 
Chakra Control
Chakra Control is a term that refers to the control of one's chakra and aptitude at controlling it.
The key is being able to sufficiently control and conserve it. Only skilled ninja can correctly "mould" and "manipulate" it to its fullest extent. Moulding chakra involves the extraction of energies from both the body's cells and the mind's consciousness, then mixing them together within the individual. The amount of each energy will differ based on the type of technique the ninja wishes to execute.People with skilled chakra control are usually Medical-nin or Sensor-types, both of which requires extreme control over chakra to be effective.In Part 1 when Kakashi had Naruto,Sasuke and Sakura practice Chakra control,Sakura displayed her excellence at it.
Chakra Enhanced Strength
This is a technique where the user focuses chakra into their hands and feet using precise chakra control and releases it with pinpoint timing, which greatly enhances their strength. While some may see it as merely superhuman strength, this technique is actually an application of medical ninjutsu that demands excellent concentration and chakra control.
Mystical Palm Technique
This medical ninjutsu allows the user to speed up the body's natural healing process by sending chakra from their hands into a wound or afflicted body part. This allows the user to heal a patient without the need for medical equipment or surgery, making it highly useful on the battlefield. It can be used to treat both external and internal injuries. It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control. Because of this, only a few highly skilled medical-nin are able to use this technique.
Creation Rebirth
The absolute pinnacle of medical ninjutsu, created by the greatest of medical ninja, Tsunade, it is the ultimate regeneration technique. By releasing the great volume of chakra stored in her forehead at once, the body's cell division is forcibly stimulated by proteins, reconstructing all organs and all tissues making up the human body. The technique itself does not regenerate the old cells, rather it hastens the creation of new ones through division. If this technique is used, a body whose vital organs are so gravely injured that it cannot bear it any longer will be instantly restored to its uninjured state. As long as Tsunade has chakra it is impossible for her to die by any means, as such she gains a form of "immortality" throughout the duration of the technique. This technique demands excellent Chakra Control and in depth knowledge of Medical Ninjutsu.
Strength of a Hundred Technique
This is a forbidden technique that is accessible to those who have mastered the Creation Rebirth technique, and as such, is only usable by Tsunade. While very similar in nature to its parent technique — which facilitates the regeneration of injuries through accelerated cell division — it however does not require the use of hand seals, meaning Tsunade's wounds begin to heal as soon as they are inflicted. Whereas the Creation Rebirth technique needs Tsunade's input to activate, any wound sustained while this technique is in effect will begin recovery automatically. As a testament to both its power and her confidence in its healing prowess, Tsunade has decreed that only medical-nin who have mastered this technique are permitted to break the first three rules that govern their role on the battlefield — which effectively prohibit their direct involvement in any conflict — that she herself established.
Now It is quite evident that to use Jutsu's like Creation Rebirth and Strength of a Hundred Technique the Shinobi must be -
1.Good at Chakra Control as both techniques require the user to posses excellent Chakra Control.
2.Good at Mystical Palm Technique for quick Natural Healing.
3.Good at Chakra Enhanced Strength cause then Shinobi's powerful attacks will be effective and make a solid impact.
There are only a few Shinobi in Narutoverse who have mastered one or two of the basic techniques(Chakra Control ,Mystical Palm Technique,Chakra Enhanced Strength) required for Creation Rebirth and Strength of a Hundred Technique.
Only Tsunade can Perform Creation Rebirth and Strength of a Hundred Technique.
But.... There is only one Shinobi who has mastered all the 3 basic techniques and that's Sakura....
I know she does not have a Yin-Release Seal on her forehead to store Chakra like Tsunade.... But she has always shown talent in Chakra and Medical Ninjutsu related stuff....
Also considering that Kishi hasn't given her a major Power Up yet and Tsunade is on the verge of death.... It seems fair that Sakura is about to get her power up so that she can at least stand alongside Naruto and Sasuke in case we get to see Team 7 back in action....
Also Naruto and Sasuke have surpassed their Sannin Sensei's So Sakura must surpass Tsunade too cause she primarily is one of the Series Main Characters....
So I think after Tsunade's death Sakura will finally become a badass Shinobi and will get access to Jutsu's like Creation Rebirth and Strength of a Hundred Technique and play her part well as a badass team membet of the badass Team 7.
Sakura will surpass Tsunade to come near Naruto and Sasuke's Level.
