Here's my list kabuto is restricted cuz he doesn't have anything relevant anymore yes I'm aware his prime beats everyone

Orochimaru (has his arms back witch gives him access to 10,000 jutsu roughly and just took over white Zetsu witch gives him hashirama's DNA sensor abilities he already could merge with ground but he may be able to travel idk has edo tensi back access to all 4 hokages not to mention all his snake abilities speed wind release earth release etc)
2. Edo madara (infinite chakra stamina PS Susanno with legs rinnigan sharigan EMS fire release etc)
3. Obito uchia (kuami ms rinnigan intagability)
4.naruto (BM KCM SM, wind release rasengan clones BM SM clones kurama high chakra etc)= Nagato (rinnigan six paths uzimaki chakra stamina etc)
5. Nagato = naruto
6. Mu (fly earth wind fire mastery , invisbilty , dust release split in half etc)
7. 3rd raikage (lightning amor best defense speed lightning release black lightning etc)
8. Onooki (earth wind fire mastery , flying, dust release weight changing ability etc)
9. Minato (FTG , reflexes, knowledge in sealing jutsu etc
10. 2nd mizukage (oil , hydrFication, invisible clam , hoziki abilities etc, joki boy)

I forgot hashi rama he would be in middle of obito and edo madara


Didn't add sasuke cuz until he gets his powerup doesn't belong here

Itachi I feel all would beat him or at least tie with him the last two (minato 2nd)

You state no Edos but allowed using edo tensei soooo orochimaru should be much higher.....higher than hashirama due to him controlling edo hashi and crew

If Kabuto using other peoples' powers is wrong, then Madara, Sasuke, Naruto, Danzo, Orochimaru, Kakashi, and Sasori are all wrong with him.

No, Edo characters means no Edo Tensei.
No Edo Tensei means no Kabuto in first.
No Edo Tensei means no Obito in second.
No Edo Tensei means Hashirama is in first and will remain there forevermore. U_U

If Kabuto using other peoples' powers is wrong, then Madara, Sasuke, Naruto, Danzo, Orochimaru, Kakashi, and Sasori are all wrong with him.

@Bold That's the thing, the fact that DSM Kabuto said that in the first place means that his Edo Army cannot be counted when comparing him to other characters, as when the comparison was made he was put as inferior to Hashirama (through his own admittance). Unless you're saying Hashirama > DSM Kabuto + Edo Army.

Very similar to mine, although Orochimaru with his edo hokages should definatly be above Sasuke, I dont see how Sasuke can beat an Orochimaru with his arms back and Hashirama cells which means he can use Mokuton and we all know Mokuton is op as fuk along with Edo Tobirama, Edo Hiruzen and Edo Minato. Anyway mine's would look like this:

1. Obito with Incomplete Ten Tails

3. Hashirama/Madara with Kyuubi


4. Naruto
