Never said it was weak, I said it would be either (Weak or strong), but you are right, Chibaku Tensei made by him could be the strongest jutsu. Nagato's jutsu isn't that strong though. It took 3 (strong) persons to destroy the Chibaku Tensei, but it wasn't their best jutsu. But like I said before, Rikudo is most likely to have the strongest Chibaku Tensei.

This doesn't need to be debated. Nagato stated his power paled in comparison to that of the Sage's. He was thought to be a myth by many and he possessed the Yin-Yang techniques. True we've never seen him fight but it's like me saying Hitler was weak sauce despite his record.
