I'd put it in basically the same order, but without speculation.

We assume Mitto is the nuts, being Uzumaki, and sealing Kura a inside herself. I think's it is safe to say that she is the fuinjutsu like Hashirama is mokuton. Unmatched.

Kushina taught Minato all of his techs, and she is also an uzumaki. I don't know if she'd be second, though. I think Danxo might take second. He's the only character to use fuinjutsu offensively (outside of demon dear seal), sonhisnare really unique. I put him second.

Then Kushina, then Orochimaru (he created curse mark, and it's safe to say that he's very experienced I'm fuinjutsu. He was amazed that Kakashi was using it at such a young age, and Oro has been studying fuinjutsu like a fiend, trying to find out how to escape from death seal. He probably learned quite a bit before finding it.
