Iruka sensei once stated that the 3rd is mentioned as the strongest of them all, that's only because many didn't meet the 1st one, and as times passes people forget and value more who's alive, is like saying Lionel Messi/Cristiano Ronaldo are the best players ever, when in the past there have been many as good as them


I decided o include danzo because helped konoha many times, he wasn't officialized but deserves being on the list

Anyways you put tobirama way to low,you should atleast put him in minatos place. Hiruzen is also too high, the only thing hiruzen has is hype.

We saw hiruzen fighting with a really old age, and still managed to stop oro and the 1st and the 2nd at the same time, despite they weren't 100%, still merit to him
