As the title clearly states, who do u think has the best arsenal of jutsu; this includes weapon and taijutsu attacks with names. also summons techniques count as part of the summoners list.

in my opinion it's kabuto one on one he can't be beat due to jutsu like white rage, sound genjutsu, moki tensi, chakra blade and edo tensi

rinnegan arsenal is maybe 2nd in my books

im looking for a valid explanation of why u feel the character u picked has the best maybe we can have a clean debate if disagree

thing is what he has shown are army busting/biju combatting jutsu he's like human juubi

Well rounded characters such as
Kakashi
Hiruzen
Hashirama
Jiraiya
Itachi
Madara
Etc.

These people who can utilize many types of jutsus usually have a great arsenal of techs at their side.

OR Tobirama with his S/T, Edo, and mastery of Water Release.

well kakashi never whips out anything new and most likely he just has a bunch of elemental jutsu

we don't know much but in both s\t and edo tensi he falls in 3rd
he is also like third in suiton

Obito has my vote. But aside from him, Sasuke really has the best arsenal along with Itachi and Rinnegan users such as Nagato and Madara.

Though he is not compared with others but consider just the 5 treasures of the Sage of Six Paths. Anything beats them?
1.) Bashōsen: the fan
2.) Benihisago : the crimson gourd
3.) Kohaku no Jōhei: the amber purifying pot/ultimate seal
4.) Kōkinjō: golden canopy rope
5.) Shichiseiken: seven star sword
They are all for attack and containment. How do you fight them back when u're busy with just keeping urself alive?
