PS: I just noticed that as always I made this longer than I intended, but believe me it's worth the reading. So please don't give up midway through.
So once again I was thinking...
Hashirama's solution to fight against a Bijuu was Shinsuu Senju, it is true that he tried the Wood Element Dragon. But it failed.
Seeing as Wood Element Dragon and Demon wouldn't work, Hashirama passed on to a different approach. He tries a stronger tool, Shinsuu Senju.
Now, if Wood Element Dragon did not work against the tailed beast then, then why did Madara did this?
Not only was Madara lying to them now, he was also lying to himself as he knew it wouldn't work for long. So then why didn't it work then? And why didn't Madara use Shinsuu Senju now against the Alliance?
My theory is simple. But first I'll establish one important factor. Will/Mentality related powers.
Thus far it has been regarded as a fact that Susano'O is a Sharingan ability, and hence it's origins is in blood and DNA. Only a Uchiha can use Susano'O, this is definitely true. And it is a sharingan related ability, which is also true. However it has nothing to do with blood!
One unlocks MS and eventually Susano'O by going through a traumatic love loss. This feelings turn into hatred deep hatred and the will of avenge. This is what triggers the Sharingan to evolve and hatred and revenge is also what feeds Susano'O.
Obviously Itachi somehow perturbs this theory, but once you think about it for a second he went through all the stages he loss many things that were very dear to him and just because he didn't act on it doesn't mean he had no hatred. In fact Itachi new so much about revenge and hatred that he was able to guide his brother at a distance towards that same fate. So I'm assuming Itachi was as much filled with Hatred as any other MS user, the same would apply to Shisui. In both cases they fueled their powers with hatred but did not act upon it.
So I went on investigating.
In Chinese Taoist Mythology the Hawk is a being of dual existence, it passes down divine vengeance and justice, and represents hatred and power. It's a furious vengeance seeker.
Kishi further depicts this with Perfect Susano'O's (PS) appearance.
The long nose derives from a beak and the larger second pair of arms are actually wings.
This Hawk, servant of violent vengeance is here also depicted on the temple of fire. As you can see it's a direct correspondence to Perfect Susano'O and it's a deity.
So Susano'O it's an ability that can only be used by those who have the ability and will to use hatred to fuel their power - Hence why Uchihas developed it once they were able to through the same process unlock MS. And Kishi widraw this mitical creature directly from Taoist Buddhism... So maybe the same should apply to Shinsuu Senju.
So I went on looking, search for the origin of Senju blocking out all Naruto references. And I found this:
"Senju Kannon (千手観音) - the thousand-armed Goddess of Mercy. As a symbol of her mercy, the deity has also a thousand eyes (not present in statues for practical reasons) and is consequently often called Senju Sengen Kanjizai Bosatsu (千手千眼観自在菩薩) or simply Senju Sengen Kannon (千手千眼観音, thousand-armed, thousand-eyed Kannon)."

I went on searching and Kannon is actually the result of a set of mistranslations firstly from Sanskrit to Chinese and then from Chinese to Japanese. The Original deity was: "Guanyin is the bodhisattva associated with compassion as venerated by East Asian Buddhists, usually as a female. The name Guanyin is short for Guanshiyin, which means "Observing the Sounds (or Cries) of the World". She is also sometimes referred to as Guanyin Pusa (simplified Chinese: 观音菩萨; traditional Chinese: 觀音菩薩; pinyin: Guānyīn Púsà; Wade–Giles: Kuan-yin Pu-sah; literally "Bodhisattva Guanyin").[1] Some Buddhists believe that when one of their adherents departs from this world, they are placed by Guanyin in the heart of a lotus, and then sent to the western pure land of Sukhāvatī.[2]
It is generally accepted among East Asian adherents that Guanyin originated as the Sanskrit Avalokiteśvara (अवलोकितेश्वर). Commonly known in English as the Mercy Goddess or Goddess of Mercy,[3] Guanyin is also revered by Chinese Taoists (or Daoists) as an Immortal. However, in Chinese mythology, there are other stories about Guanyin's origins that are not directly related to Avalokiteśvara.
One Buddhist legend from the Complete Tale of Guanyin and the Southern Seas (Chinese: 南海觀音全撰; pinyin: Nánhǎi Guānyīn Quánzhuàn) presents Guanyin as vowing to never rest until she had freed all sentient beings from the samsara or reincarnation. Despite strenuous effort, she realised that there were still many unhappy beings yet to be saved. After struggling to comprehend the needs of so many, her head split into eleven pieces. The buddha Amitabha, upon seeing her plight, gave her eleven heads to help her hear the cries of those who are suffering. Upon hearing these cries and comprehending them, Avalokitesvara attempted to reach out to all those who needed aid, but found that her two arms shattered into pieces. Once more, Amitabha came to her aid and appointed her a thousand arms to let her reach out to those in need."
So it's obvious to assume where not only the name but also the healing abilities (almost immortal like) of Senju came from. It's also quite obvious why couldn't Madara use Shinsuu Senju, even while possessing and controling Hashirama's DNA. Just like Susano'O needs a heart filled with Hatred also Shinsuu Senju needs a heart filled with compassion and the will to help in order to be used. Also "the clan of a thousand moves" it's a direct reference to the thousand arms the Goddess of Mercy had in order to help others.
The paradox between these two deities and the way they appear in Naruto leads me to the obvious conclusion that Shinsuu Senju it's not another Mokuton ability, but rather the Senju version of the Uchiha Susano'O.
The sheer difference between the size of the two is a clue on why Senju were considered to be stronger than the Uchiha and why the Sage thought that the younger son was the one who knew the true path to peace, as it appears that Mercy and Compassion (Love) grants a far grater power than Hatred and Power.
My final conclusion is that most likely Shinsuu Senju might be achievable to any one who, being powerful enough to unlock it, has it's heart set on love and compassion. I believe this was infact the weapon the Sage of Six Paths used against the Juubi to conquer the 10 tails.
