Yes we doesn't. But seeing how Madara threatened even Hashirama I can see why Tobirama feared him. And we all now that Sasuke has his attitude and going stronger just like Madara.

Sasuke will eventually surpass Tobirama and Madara since there is still a lot going for him. However I'm just saying that there is no way itachi or shisui can defeat Tobirama since they haven't reached Madara level when they were still alive.
