It's definitely a sage mode. I think it's a plant sage mode (as corny as that sounds) since he has the ability to create life. Instead of animal sage mode he has a plant sage mode (plants are technically living beings)

if you check NarutoWiki it confirms its Sage Mode but it implies no relation to an animal. Also it says that he has such level of mastery that he enters almost instanly! Perhaps his with his blessed body he may even be able to do it while moving?

I think it is Sage mode, he said "Senpou" just like Naruto and the characteristics(the change in eyes and markings near them) of the jutsu is just like a Sage mode enhancements and it makes more sense than anything else because there are none who are more at one with Nature like the Senju (especially Hashirama)
