Before we begin to fight i perform a single jutsu to make it rain.

Looking at Jiraya, mid range from him. Seeing as it starts raining, without any movements, Giovanni causes the moisture from the water beneath him to rise creating a thick mist hindering Jiraya's eyesight of Giovanni. The mist covers the whole area. This happens after the rain starts, seeing there were no clouds and the rain started suddenly, Giovanni did a hand seal himself creating rain which would allow him to sense Jiraya in the realm he created. Seeing as his rain is interuppted by another chakra signal he became certain that Jiraya made it rain. Manipulating the water realm before him, Giovanni caused the water to begin forming large waves with basic manipulation. These waves would cause you to lose balance as well as lose your focus.

(Kirigakure No Jutsu) - Hidding in Mist Jutsu

Description: This displacement technique creates a thick mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dōjutsu.
Note: Can be created through releasing from mouth or manipulating a nearby water source.
