It's not, the only reason the Kages will be able to win is because Gaara can protect the other Kages (Barr A) from Ama

Youre not good at VS threads/don't know how to judge abilities if you don't think it's possible Onoki and Mei can beat Itachi, and Onooki alone is tough for Sasuke.

Itachi won't start with Amaterasu and Susanoo, thats why. Mei would be the distraction ( hidden mist + lava ), Onoki flies and uses the Jinton.

Why is it not likely? Jinton is useless aginst Itachi? Mei's lava, boil,water,ect can't keep Itachi on edge? The way I see it is

Itachi take on multiple opponents with his low chakra reserves.
Sasuke gets owned, he relies to much on his Amateratsu, which up to now has no evidence of being able to burn through Gaara's sand, and relies heavily on his Susano'o as well, which would get annihilated by Onoki's jinton. Now these two being support and helping each other out would completely demolish Sasuke and Itachi.

@OP: I'll give it to the five kages mid-high difficulty although some people are wrong in thinking Gaara can protect the other kages from amaterasu which spawns where the caster looks.

The kages will be troubled due to the fact that even before Madara used susanoo clones and PS, the kages had a tough time against one susanoo without amaterasu, enton, Yata mirror or Totsuka blade. Sure Madara had mokuton but Sasuke and Itachi have better genjutsu and stuff like kirin.

Well, I don't think it's far-fetched seeing that the Five Kage's combined efforts were stated to be nothing compared to Hashirama (ignore the hyperbole), and the Uchiha brothers would give Hashirama a good spar.

Uchiha brothers high/extreme-high difficulty dependent on circumstance.

The Gokage should take it, albeit with major casualties. Even without knowledge, both Ōnoki and Tsuande should know, with certainty, not to look into the eyes of an Uchiha - Tsuande by virtue of being the Hokage, the Tsuchikage because of his experiences with Madara [

]. They can inform the rest of the team of the possible dangers. Now it just depends on who gets taken down by Amaterasu, since only Ē has shown a counter to it in canon (Gaara's sand blocked Enton, which is the manipulation of pre-existing flames as opposed to the spawning of them). If Mei and Gaara can manage to engage the Uchiha bros for a sustained period of time with their long ranged techniques, then Ōnoki should be able to finish with Jinton. But again, it depends on who gets eliminated by the black flames. Because with a situation where there's no knowledge & the intent to kill, i'm pretty certain that Amaterasu is going to take someone out.

Sasuke has a multitude of fast and undavoidable to most, one shot moves. The only Kage that can dodge arrows is A and possibly Onoki+one other Kage if he lightens them. Onoki can't use Jinton without Sasuke or Itachi getting him with Amaterasu. He can't increase the weight of either Susanoo because of Sasuke's Enton which will roast him if he gets close. Sasuke can pick off Mei and Tsunade with Enton Arrows as they can't dodge. If Onoki tries a Jinton Itachi can counter with Amaterasu. A relies on physical attacks so if he tries to hit one of their Susanoo's or hit them a Susanoo hand can grab him so either of the bros can Genjutsu him, or Enton can fry him. Gaara can be killed with enton arrow spam or Susanoo's melee could smash him to bits.

The bros have a decent chance of winning. Sasuke can take out mei and tsunade easily with amaterasu which would make the match itachi and sasuke vs. Onoki gaara and 4th raikage. Then the bros take it with high diff.

Ōnoki can always lighten Gaara's sand in order to pull the Uchiha bros out of Susano'o. With no knowledge and the intent to kill, Ē is going to be a threat right from the off with his Shunshin. The Uchiha bros possess many game ending techniques, but they're not particular suited to team battles; they're more for the single-type duels. The two of them aren't going to be on the offensive when the Gokage out number them 5:2. Of course the latter will suffer casualties, but ultimately, they should be the team posing the questions.

That location favorises Kages. Susanoo would be meaningless because in the contrary of Madaras, they don't have legs, so Gaara could pull them out anytime with sand around their feets and they would get crushed by either A's speed, Onoki's jinton or others. With Onoki there to lighten Gaara's sand, it will even be faster. Tsunade is there for healing if there is need and pretty much immortal thanks to Byakuyou. Amaterasu or arrows could be countered by Gaara's sand or Onoki's golem or rock clone. Onoki has great experience to fight dojutsu users and know how to fight them without being caught by it, even counter it like we've seen he did on A. Itachi and Sasuke would be outnumbered and we've seen Susanoo is even meaningless against Jinton. The bros have no chance to win

Sasuke isn't getting pulled out due to chidori nagashi nullifying any sand that gets near his feat and Itachi has the Yata mirror which can shift itself to counter any possible attack.
