As shown on Saiyan Island, Madara's card is shown using a jutsu called "Shattered Heaven"

Could this possibly be Madara's Ultimate in Storm 3? Could he be in the game?

If you check Madara's profile in Narutopedia it actually says that Madara will be on the Storm 3. If that's not enough go to Imdb check the voice actors for the game and there's one guy credited for Madara's voice. So I think they just don't announce it to leave it for the last week.
