Shisui was stated to be the best in the Uchiha Clan, which are the best by default...
But even then, he wasn't even the strongest when Fugaku Uchiha was leader :| sucks to be him.

I don't know about the other four, but Itachi's one of them.

1. Shisui.... I don't think anyone needs an explanation for this one. this guy unlocked the most powerful genjutsu in the series, the genjutsu was so powerful that it could only be used once in every 10 years

2. Itachi - This should be obvious as well.... this guy can cast and end a genjutsu in just a second.... and he can even alter the peception of time in the genjutsu not to mention he can use izanami as well.

3. Obito - Controlled the sanbi jinchuruki, the nine tails and he can use izanagi as well and is currently planning to rule the ninja world with infinite tsukuyomi

4. Danzou - this guy has 10 minutes of izanagi..... Enough said

5. Sasuke - Well he has itachi's eyes so it's assumed he has tsukuyomi.... and he managed to fool deidara and danzou in battle with genjutsu, managed to tame manda with just 3 tamoe sharingan...... suppressed the nine tails chakra. Enough said
