Why do People Refuse to Believe that Tsunade is Not a lightning Jutsu User?
Tsunade excelled in all forms of chakra manipulation; even able to maintain multiple techniques at once. Why is so hard to Believe?
She Clearly Said she Changed Her chakra into ELECTRICITY!!
Now which User can Change their Chakra into Electricity and not be a lightning User.
