Naruto has initiated the last 2 fights, in fact he has initiated every fight except for the hospital rooftop one, so he will probably will initiate the last one to.

I doubt Sasuke will have a reason to fight Naruto after his "talk" with the hokages. What will most likely happen is he fights along side Naruto because it is obvious that Sasuke is having a change of heart. He will fight along side Naruto because he wants to rid of Madara & Obito, rid the Uchiha of the negative image they have, and because he will learn that the meaning behind the Uchiha is love. Love is what he will learn he needs to fight for, team 7...yes all this cheesy love crap is probably what will happen.
