I just figured out why the Juubi's eye is different from the Rinnegan!!!!

Yes, the Tomoe and Rinnegan are separated!

1 Tomoe represents 1 Bijuu, 9 Tomoe represent all 9 Bijuu!

When the Sage separated and split the Juubi's chakra to create the 9 Tailed Beasts, the Tomoe disappeared from the Juubi's eye..............

And the Rinnegan was born!​

That would imply the Sage got the Rinnegan for a little while before his death, and that raises a question: why is the Rinnegan associate with the Sage not the Juubi's eye? How does that make more sense than what I just theorized? The Bijuu are masses of the Juubi's chakra, when they were split from it, the Tomoe disappeared and the Rinnegan came into existence.
