No it really has no meaning, Hiruzen had such a title too but hes no where as strong as many characters.

Madara was referring to the only person would could beat him when he was still alive, now that hes edo with senju dna he's on a whole other level than Hashi.
Hashi won't kill Sasuke so easily, the main reason why he can't is because Madara will already be owning his ass.

Hashi can defend himself from amaterasu, Tsunade just can't, she will get killed right away, deal with it already.

Doesn't really matter. Characters are taken from their strongest point in the manga, Obito at his strongest point had the Jins. If we went by this logic. Then dead characters wouldn't be in VS threads or Top 10s because they are dead.

Kurama was just a giant mindless beast controlled by Madara, Hashi happened to have a sealing technique to deal with Kurama, he didn't defeat him by killing him. EMS Sasuke would give Hashi a run for his money. Adding Madara to this is an over stomp.
