I'm guessing the EMS unlock has to do with the "love" a sacrifice such as that shows. If they simply swapped, it wouldn't be much of a sacrifice. This is all speculation though

the brothers both already made sacrifices to awaken mangekyou, so i think swapping eyes for eternal can work because their just swapping eyes which have hatred already

That wouldn't make any sense. If Madara gave Izuna his eyes, he'd be blind, granting Izuna the EMS, meaning they're eyes are now fused together. If he tries giving eyes back to Madara, Izuna'd go blind, as they're eyes are now fused together.

you still dont get it

madara giving izuna his eye = izuna not going blind (madara was blind but if izuna was given the eyes, the light should've came back to the eye because ETERNAL mangekyou would've been awakened)

madara = using izuna's eyes to awaken EMS
izuna = using madara's eye (blind) but will awaken EMS (he shouldnt be blind after the swap because of the eternal)

The Uchiha gain more power if they undergo sacrifice: Simply trading eyes would not be a sacrifice, thus making it possible that their eyes aren't strong enough to unlock the eternal mangekyou sharingan to its full potential.

You don't get the EMS by just swapping eyes (otherwise the entire clan would have done it), it is the fusion of two pair of eyes and is only possible closely related by blood - like brothers, and not some any random Uchiha.

Madara loved his brother more than anything, so it is more believable to side with the theory that Izuna entrusted his eyes to his brother, in order to protect the clan.
