Why in a universe where guns don't exist, did the Mizukage made the "gun-hand" and "shot" the Tsuchikage with a water bullet, in a universe where GUNS ans BULLETS don't even exist..??

Bullets do exist in Narutos universe, "mud bullet" "wind bullet" "fire bullet" ect, and also missals, I believe that "gun"'s were added to make the justsu's seem cooler and add more of them, but bullet and missals, were around back then, they were just different from what we know them as now.
